Partnership and Governance

The concept of HIB has been explored over the past five years by a range of partners, including Bolton Council, Bradford Estates, Bolton NHS Foundation Trust, the University of Greater Manchester and others. As a partnership, the project has evolved through active collaboration into the visionary concept it is today, through a variety of project subgroups and leadership meetings. Building on from this strong partnership foundation, we encourage others to get involved to help shape and deliver the HIB vision.

    A major landowner and lead public partner for HIB. Bolton Council oversees strategic direction, planning, and delivery, bringing essential leadership and investment to drive the project forward.

    Peel Land

    One of the largest landowners and the lead private development partner. Peel initiated the original HIB submission and plays a central role in masterplanning, evidence building, and shaping long-term delivery.

    A core partner within the development footprint. The Trust influences health-led design, workforce housing needs, estate improvements and the integration of community care into the masterplan.

    GMCA provides strategic regional leadership, funding support and a dedicated project manager. Its involvement strengthens HIB’s position within the wider NorthFold and Greater Manchester growth agenda.

    A key partner shaping skills, education and health innovation. The Institute of Medicine plays a major role in research, training and investment attraction across the site.
